Cap des Biches

Cap des Biches is an 86 MW thermal generation facility developed and constructed by ContourGlobal in two phases. This combined cycle facility consists of five HFO fired diesel engines equipped with a highly efficient “Flexicycle” system, which uses waste heat to power a steam turbine. This state-of-the-art technology enables Cap des Biches to provide the lowest cost energy in Senegal, and the facility can easily be converted to burn natural gas, providing the Senegalese with valuable fuel flexibility.
Partnering to powering Senegal’s Future
For more than a decade, ContourGlobal has been an active partner in Africa’s energy sector, with operations in Senegal, Togo, and Rwanda. In Senegal, ContourGlobal’s collaboration with the National Electricity Company (SENELEC) has been central to advancing reliable and affordable electricity for households, businesses, and industry.
The Cap des Biches power plant, an 86 MW combined-cycle facility strategically located on the Atlantic coast near Dakar is at the heart of this partnership. Designed, developed, and built by ContourGlobal and its EPC contractor Wärtsilla, the plant began operations in 2016 and today represents approximately 9% of Senegal’s installed capacity.
Cap des Biches was the first facility in Senegal to deploy “Flexicycle” technology, which recovers waste heat from reciprocating engines to power a steam turbine, increasing efficiency and reducing specific emissions. This innovation allows the delivery of some of the most affordable electricity in the country. Just as importantly, the plant can be converted to run on natural gas, giving Senegal vital flexibility as the nation transitions away from heavy fuel oil, increasing its environmental and economic sustainability.
The Government of Senegal, together with SENELEC and international energy partners, is investing in the infrastructure needed to bring LNG and natural gas to the port of Dakar and ContourGlobal is aligned with this national strategy. The company is currently at the final stage of a feasibility study to convert Cap des Biches into a natural gas fuel plant, maintaining dual-fuel capability. Once completed, this project would enable the plant to operate primarily on natural gas and cut CO₂ specific emissions by nearly 30% – from 620 to 430 kgCO₂ per MWh.
ContourGlobal’s Cap des Biches is also a remarkable contributor to the reliability of the Senegalese power grid. Being designed to operate day and night, the plant has a significant share in Senegal’s energy sector, as well as is a major contributor to the economic growth. It is one of the few advanced power plants in country and is known for its reliability of operation, making it a cornerstone of stability for the national grid operated by SENELEC.
